How many is too many? Use your best judgment. The simple test is does this link provide value to visitors in helping them navigate your site. If so, then it would likely not be subject to a penalty. If you are doing it to game the rankings and repeating links over and over just to boost internal links, then that is of little value to visitors and would likely be viewed negatively by search engines.
